Judge Gwilym Alexander Price, Jr., was born in Pittsburgh, Pennsylvania on July 1, 1922. He studied at Allegheny College and left to enlist in the Army when World War II began. Judge Price served for nearly four years before being discharged as a first lieutenant. He completed his undergraduate studies upon returning home, then graduated from Dickinson Law School in 1948.

Judge Price started his career with the law firm of Nicholas & Lewis, where he later became a partner. Upon leaving the firm, he started a partnership with Loyal Herman Gregg, Esq. Additionally, he spent three years serving as a commissioner of Mt. Lebanon Township. In 1963, Judge Price was appointed to the Allegheny County Court of Common Pleas. After a decade as a trial judge, Judge Price joined the Superior Court and served until his death in January 1983.
